Question: Are these the neighbors who have been trying to cause trouble for us? I can see her trying to curry favor where other neighbors are concerned and I just need to know if she is the one causing trouble and will she succeed please? Thank you.

Spirit says yes, those are the neighbors causing trouble. And she feels the the woman is the main culprit. Spirit can see that the other neighbors really are not all that concerned about how you keep your property. And Spirit can also sense that the woman is going to continue to report you to the authorities about any regulations she sees you breaking.
