Question: Will I get a Technical Lead promotion this year? Technically I have around 2 years to go in order to qualify, but I’m confident in my abilities and have expressed my interest to the higher ups.

Your stars look good. Pluto is still transiting your house of career, but he won’t be aspecting any of your natal planets this year. You just finished your Saturn return in late February/early March. And one’s Saturn return often brings rewards. And Jupiter, the planet of opportunities, is presently in your 1st house, of yourself. And he will enter your 2nd house, of money, on May 11th, so Jupiter could at minimum bring you a substantial salary increase.
However, Spirit feels that the management at your company are going to stand by the 2-year rule. So you may want to consider looking for a better job with another company. So sorry. 😥
